Be it ordained by the People of the State of Illinois in Convention assembled.
Sec 1
That the Governor of this state is hereby authorized to release to the United States of America, so much of any claim of this state now, or which many hereafter be liquiated and determined against the United States, for costs, charges and expenses incurred by this State, for enrolling, subsisting, clothing, supplying, arming equipping, paying and transporting its troops employed in aiding to suppress the present insurrection against the United States, as shall be sufficient to pay and satisfy the amount of direct tax, apportioned to this State by the act of Congress, approved August 5th 1861.
Sec 2
The Governor of this state is hereby authorized to have all the claims of this state against the United States, for expenses incurred for the purposes, or any of them, mentioned in the first section hereof, liquidated and determined at the earliest practicable period.
