My Dear Sir

You must allow me in the best of spirits to again call your notice to the high qualities and military fitness of Captain Theo Wiseman [illegible] Genl to Brig Genl James D Morgan. Army [illegible] U S Vols Army of the Miss. Captain Wiseman is anxious to go into the field to Drilll to discipline and to fight or [aid?] to do so one of the New Regts from our state. If it is possible to procure His services as field officer by no means omit to do so We must have the assistance of such Men If we hope to suceed in any reasonable time to end this miserable rebellion.
