Jacksonville Ill: August 25th 1862.
His Excellency Richard Yates
Governor of Illinois:
The undersigned, either personally acquainted with Major H H Howard of Jerseyville, or otherwise having knowledge of his military capacity, respectfully present him to your consideration as a fit person to be entrusted with the command of one of our new Regiments of Volunteers. Major Howard has received a military Education, and is the capable soldier who, as Drillmaster, so admirably prepared the 14th Regt when it was encamped at Jacksonville.
In view of his loyalty and determined energy, and of his peculiar fitness for such a station, we earnestly hope you will be satisfied to Commission him to the Colonelcy we ask for him.
