State of Illinois
Executive Department.
Springfield Aug 30 1862
Hon E. M. Stanton
Sec. of War. Washington D. C.
Benj. G. Fanar, Provost Marshall of Missouri in a letter of 18th to Col Fouke published in newpapers says that he will appoint for each county in Illinois, for Provost Marshall such person as the Congressional Representative of the District shall recommend.
Can you suffer this? One of the Representatives is now under arrest upon charge of treason. If the power of arrest is
to be put into the hands of men thus appointed, the most alarming consequences may be looked for. A case of conflict at Quincy now forebodes a serious termination.
Illinois ought to be dissevered from Missouri. D. L Philips the U. S. Marshal who is an energetic and faithful officer, in my view ought to be made Provost Marshal for Illinois.
I await your answer anxiously.
Richd Yates,
Governor
