Major Genl

J. A. McClernand

Sir – Permit me to tender through you to the Gov a company of Cavalry Mounted to serve during the War in any capacity and wherever ordered, would be willing to act as scout in the border states and forage upon the enemy.

Wishing to serve my country, and with the experience I have had, gives me the assurance that I can be more efficient in that capacity than in any other

Very Respectfully

Your obt “Servt”

F. Evans

Head Quarters Springfield Ills

Sept 4th 1862

Respectfully refered to his Excellency Gov Yates at Executive Head Quarters Springfield Ills

John A. McClernand

Major Genl U.S. Vols

Cap Evans raised a cavalry Company during my administration of the Post at Cairo, under a special authority granted to me Maj Genl Fremont, and used his company for some time to guard the Big Muddy bridge. He is a patriotic, enterprising citizen and could raise a company in the quickest time.
