Hon Gov Yates

Dear Sir

Please pardon an old friend that has been working with you for the last twenty years and was the first to urge you to your present position. The deplorable condition of our Country is such as to cause the heart of Every patriot to bleed. To propose some means of amelioration is the cause of my troubling you now

We have had officers and soldiers paid and clothed by the government and kept in good comfortable quarters until they have become to think, that all they have to do is to live off the Government, at whatever rate and cost they please. Will not go to the defense of their Country unless they can have office and position.

Now what I want you to do is to let us clothe and Equip ourselves. The whole people, Elect our own officers, and all men, and officers, share alike, receive no pay but something to Eat. Give us your aid and countenance so far, that we will not be styled Guerilla, then give us a Carte Blanche to chase out the cursed rebellion whether aided by Speculators or Jeff Davis

Very Respy

Your old friend
