Richard Yates,
Governor of Illinois
Springfield, Ill.
Dear Sir,
Since the receipt of your dispatch approving of the meeting of the Governors, events have crowded in & around Washington & changes have been made among the military commanders to such an extent, that I waited until now to answer your dispatch. Events now transpiring or about to take place in the field, may do away with the necessity or desirability of such a meeting. But whenever you deem it advisable that the meeting be held, please determine upon the place & time & I will go there.
In as much as the large Union Meeting in Chicago recommended the meeting, it seems proper that the call should proceed from you.
