Impressed with the importance of securing to the Industrial Classes of the Northwestern States of the United States of America a proper representation of their interests at the Exhibition of the Industry of all Nations to be held in London, England, during the year 1862. I hereby designate and Commission Prof. J. W. Hoyt of the City of Madison and State of Wisconsin as the Representative for this State at said Exhibition and commend him as a gentleman every way worthy the Confidence of those with whom he may be called to act in the Execution of this Commission.
