Head Quarters 19th Regiment Ills vols, Elizabethtown Ky November 1 1861

Sir

At the request of the Citizens of this place I enclose you papers regarding Negro "Isaac" charged & guilty of of an Atrocious Murder He was arrested by my Picket while Attempting to pass, and held untill the next morning when charges were preferred against him and I delivered him to the Civil Authorities. I refused to allow the citizens to take him from Jail and at their request refer the matter to you. I have placed a company in town to keep order and prevent any misconduct on part of my soldiers The citizens wish me to withdraw that Company untill they can take the Negro from Jail. I await your orders
