Dear Sir

The friends of Honl. Thomas J. Turner, would be much gratified in having him placed in command of one of the Regiments called into service by the President from this State Having known Mr. Turner for more than twenty three years, I speak advisedly, when I say that, there are few men in Illinois who possess in a higher degree the qualities which go to make up a military leader. He is quick to perceive, deliberate in action, has great energy & determination, is courteous & especially kind to those dependent upon him. I am not advised in what manner the commanding officers of Regiments are appointed, but if consistent with your duty & the law, I


trust you will comply with his wishes and with the wishes of his friends and appoint Mr Turner to the command of one of the six Illinois Regiments.
