Milwaukee Dec 28th/63
To his Excellency
Gov Yates
Dear Sir
My Husband Col John Mason Loomis you will recollect as Colonel of the 26th Illinois Inft and for a year past has been the ranking Colonel of the State. For more than two years he has been in Command of a Brigade. He has been in twelve battles the last Chattanooga in the assault upon Missionary Ridge; where he lost 450 of his Brigade his horse being shot under him during the engagement. He has on
several occasions received from his Commanding General the highest Commendation.
His friends feel that his services should be rewarded by promotion. This you can secure to him, and I take the liberty having had the pleasure of your acquaintance at Memphis last Spring of Calling your attention to my husband's services. asking your recommendation to the President for his promotion. My Husband would not ask it, for he believes in receiving promotion by exploits in the field, and feeling that he is not indebted to the favor of any man, but in times like these I fear that merit may be overlooked, and I therefore take the liberty of
addressing you entirely without his knowledge.
I am Governor
