Mr. Samuel Judd.

Quincy Ills.

Sir: I am in receipt of your letter asking an appointment in 100 Day troops. All staff officers will be appointed upon recommendations of Colonels of regiments and they are required to [nominate?] those who have assisted in recruiting unless the regt is already full and an Adjutant or Q[uarte]rM[aste]r should be recommended by a Col - because of experience & special fitness for the place.

You will perceive by enclosed order that the position in these 100 Day troops


are held for those who have been principally instrumental in raising the men, and that my opportunities for rewarding applicants who are very numerous by granting Commissions are quite limited.

To procure commission in colored troops it is necessary to go before a Military Board and pass Examination - a very rigid one too - in tactics - Mathematics, Geography History and Company and Battalion drill and field movements. If you desire to go before such a Board I will procure a permit for you, and give you a recommendation for Commission after having passed the [Board?] all of which is required by order of the War Dept.
