Capt Edwd C. Henshaw

Indpt Battery Ills Vols.

23rd Army Corps.

Knoxville Tennesee.

Dear Sir.

Major Genl Burnside at request of some of your friends in New York wrote to Mr Lincoln Jany 23rd stating that your conduct had been such as to render you worthy of great praise - he alluded to the "Morgan Raid" Buffington Island &c &c &c. The paper was by the War Department referred to me-

As your battery is not connected with any regimental organization I find it impossible at this time, to be of any assistance to you. I esteem your services highly, as being rendered by a gallant and meritorious officer and would be glad to do anything in my power to secure your promotion. When vacancies occur in either of our regts. there are older officers to be remembered who deserve promotion from [their?] seniority of rank as well for good conduct - If you can indicate any way in which I can help you, do so- Very truly yours

Richd Yates

Governor

The War Department have refused to accept more Artillery or I might have opportunity to promote you.
