Twelfth Cavalry.

I have had a full conversation with Capt. Shears, and he for the sake of harmony in the Regiment has of his own accord concluded to resign upon the withdrawal of the charges made against him. You of course will see that the charges are withdrawn. This releases me from the unpleasantness of deciding a question in which I think both sides has rights and wrongs. Please notify me of the withdrawal of the charges and I will issue the commission appointing a Major soon after the 1st of March, till which time Captain Shears
