                                Dear Sir

                                            I have the honor very respectfully to submit for the consideration of Your Excellency the following 'Order', passed by the Board of Directors of the Illinois State Sanitary Commission at its regular session last evening.  to wit.

    Ordered   That the Secretary be and he is hereby instructed to communicate to Governor Yates the request of this Board that, in his message to the next Legislature he recommend the establishment by law of a State Sanitary Bureau, embracing among other important features a provision authorising or requiring the opening in this City, of a Claim Agency for the benefit of Soldiers, their wives and children."

Hoping that the foregoing will commend itself to the attention of your Excellency.
