to His Excelly A. Lincoln President .U.S.

D.Sir_ Had impression previously to some extent that after the (ex?) (illegible) secret, for reasons of state, many who have held appointments, will be (permited?) to retain, and their places be filled by new appointments, how far this impression is justified by facts or precedent I am unable to say. If this office of District Attorney of the U.S. for the Southern District of Illinois is to be filled by a new appointment, I respectfully recommend the appointment of Isaac L Morrison Esquire of this place, he has The Merit of Loyalty, Honesty and capacity. and would I have no doubt discharge the duties to the satisfaction of the Government.
