To His Excellency. Richard Yates. Governor of Illinois.

Sir, The letters received from your private secretary, relating to disloyal move- ments in the state, were accompanied by a re- quest that I would return them immediately after perusal. Although I have had them. I should be glad to retain them, with your permission, until tomorrow to enable me to cor- respond with several of the writers.

I venture also to request that you will send me by the [illegible] the militia laws now in force in Illinois, and inform me whether you have received a reply to your telegram respecting the organization of a new cavalry regiment for service


within the state.
