                  Head-Quarters, Department of the Northwest,
                                         Milwaukee, Wis., Aug 22 1864

My dear Governor.

                       I suggest to you that Col Jno Cook would be a most excellent officer to command the Camp near Springfield Ills.  His services are not needed in the Dept & his health renders it impossible to do duty in the South. 
    I need not undertake to inform you concerning the important services conducted by Genl Cook since the beginning of the war - The arduous campaign through which he has passed with honor, have so compromised his health that for the present he is not able to take the field during actual operations.  
     He is well qualified for the command of Colonel Butler & his meritorious service surely entitles him to have such mark of consideration from the Govt - It would afford his friends, myself among the number, great satisfaction if the Govt. would assign him to the position designated - I would be glad if you will use your influence to accomplish it -
