Dear Sir

There being a good deal of trouble concerning the proposed Alton Regiment to guard the prison here I wish to make a few suggestions

It is believed and the facts give strength to the belief that the Copperheads will Endeavor to use the regiment, if they can, as a means of colonizing voters and carrying this representative and Senatorial district, if nothing worse


in the November Election

It is of prime importance therefore that the colonel at least should be Entirely reliable to prevent fraud in this direction, and the political as well as military power getting under the influence of men who are unfriendly to the Cause

I do not propose to urge any person upon your consideration, unless desired, but would Earnestly request that you watch closely the moves made under the influence of known or suspected traitors
