To his Excellency
Gov. Richard Yates
I have just read with the greatest pleasure your proclamation of August 9th. Your determination to fill up the old organizations with the new men raised, will be hailed with joy by every Soldier who is now contending with the country's foe. They appreciate the value of your action. The necessity of filling up their decimated ranks + of rendering their organizations effective is to them most apparent and we all tender you our sincere thanks for the just + patriotic words of this proclamation + firmly believe that your exertions to save the country from disruption will not ultimately prove unavailing.
