Dear Sir

I read an article in the "Freeport Journal" dated Sept 7th 1864, That Ill and Ind soldiers would be allowed to return to their respective homes to vote in the coming Election for Pres of the U. S. of A. Is the above statement correct. Hope it will be so, that Ill & Ind may know that the "boys in blue" are true to "Abe & "Andy" and Dick the second" Please reply
