Gales burg Ill Sept 16th 1864

Dear Governor:

                  I see by the papers that Gen'l Halbert E Paine in command of this District is nominated for Congress & have thoughts that he may be relieved from duty__ If Gen'l Paine should be relieved from duty I would be glad to have my brother Gen'l E A Carr placed in that position for which I think him preeminently qualified__ Will you in case Gen'l P should be relieved ask the Secretary of War to carry on Gen Carr to L.__  Of Course the (illegible) this Gen'l to (urge?) of his family would be willing to have him part with any place at the expense of another & especially of Gen'l Paine but in case Gen

P should go wrong we at home here would like to have Gen Carr there. Of course this is Confidential.
