To His Excellency
Richard Yates,
Gov. of the State of Ills.
We the undersigned officers of the 133rd Regt. Ills. Vols., feeling deep interest in the welfare of our country, now struggling in war, and knowing the great need of reliable and efficient officers in many departments indispensable to her relief, most respectfully petition your Excellency to urge upon the authorities at Washington, through such credentials, as we are aware, have already been furnished, the immediate appointment of Major James J. Heffernan, to the position of Brigadier General; feeling assured from the knowledge we have acquired of his abilities as an officer, through well-tried experience, that, in him will be found a gentleman and a soldier, well worthy of the honor of this state, and whose highest aim will ever be his country's good.
