Sir,

A neighbor of mine E. L. Phillips was confined in the Illinois Penitentiary at Alton for Larceny.

He has returned to live with his family and the Community has Confidence that he has reformed and has resolved to pursue an honest Course and live an honest life. He is very anxious to obtain a pardon from that part of the penalty which disfranchises him that he may be permitted to vote the Union ticket. I would respectfully petition that his prayr be granted believing that the action would encourage and strengthen the good resolutions of the petitioner and add one more vote to the Union Ticket
