Yesterday I wrote a note of introduction to you, on behalf of a man named James E. Feagan
He left before it was handed to him for your city, Today, at the request of one of his friends it was mailed - I do not know whether to his address or yours. But circumstances have come to my knowledge, this evening, which render it my duty to say to you, that I doubt his integrity and hope you will not act, in any pecuniary matter upon my former letter His discredit (if any) is not of a Military character in any respect, but such as you or I would not tolerate as gentlemen.

A letter of introduction was given to one Jas E Feagan and sent to the Govr. by him (Carlin) He has since learned that Feagan is not a man of integrity & wishes the Govr not to act on his former statements.
