Sir:

I am directed to inform you that the case of Surgeon F. M. Osborne 1st U. S. Colored Arty, (Heavy) who was mustered out of the service of the United States for incompetency, by Adjutant General L. Thomas, in his Special Order No. 123 issued at Louisville, Ky., July 13th 1864, has been carefully investigated, and that the facts in the case will not justify any interference with the action already taken.
