I have the honor of transmitting herewith, to Your Excellency, an autograph letter, written by His highness, The Bey, my August Sovereign, to Mrs. Lincoln, intending to express to the American people his sympathetic regrets for the death of their President.

His Highness instructed me to deliver the letter in person, to its address; but, as I am convinced that in delivering it to Your Excellency, I comply perfectly and in a satisfactory manner, with the other part of my mission, I respectfully request Y.E. to act for me in this case, and have the said letter forwarded to its destination.

I embrace this occasion of renewing to Your Excellency the assurances of my very high consideration.
