Your Excellency: His Highness the Bey of Tunis my august Sovereign presents to your Excellency his best salutations and the respectful homage due to your elevated position. He has dispatched me near to your Excellency with the mission to express to Y.E. and to the country the great pleasure which his said highness has experienced at the cessation of the calamities of war, and the return of Peace and of tranquility in this great country. My august Sovereign has also charged me to present to your Excellency his sentiments of condolence at the tragical end ot the illustrious man who has just sight to this national mourning, Abraham Lincoln, whose death has extremely grieved His Highness; we hope that with this sad eventthe misfortunes of the United States may have at end.

In consideration of the sincere friendship which unites the two countries His Highness the Bey sends to Your Excellency his portraitas a token of this friendship for the augmentation of which His Highness forms wishes the most earnest in the interests of the two nations.

I am extremely flattered and happy that the choice of His Highness has fallen on me to fulfill this important and honorable mission, the success of which will be considered as one of the most brilliant results of my life. I am happy to make known on this occasion, in presence of Your Excellency, that since my arrival in this country I have everywhere met the most flattering and cordial reception, demonstrations of great sympathy with my country, for which I am extremely grateful.
