Dec. 8. 1864.

Respectfully returned to His Excellency Gov. Yates with the information that an existing order of the War Department prohibits the transfer of men, while absent on furloughs. They must return to the Hospital from which the furlough was granted, (or furnish the certificate of their attending physician of their inability to travel, sworn to in the presence of a magistrate, & return as soon as sufficiently recovered.) Very Respectfully
