Camp Cairo, Nov. 2nd 1861.

His Excellency

Richd Yates

Govr &c.

Sir:

Lt Col. Harrington of the 27th Ill. Reg. has heard with much interest of your purpose to organize an artillery regiment.

He has the advantage of military instruction at West Point and of experience in the field, and [illegible] is an active and dilligent soldier. He would accept the command of the proposed regiment and I think the public service would be promoted by giving it to him. I would be much gratified if you should find it consistent with your sense of public Duty to do so.
