His Excellency, Gov. Yates:

Sir: U.L. Payne, a gentleman who served throughout the Mexican war as Captain of a Company under General Lane, desires to raise a company in Livingston County for the war. Although our County is well drained of men, still I am satisfied that such confidence is reposed in Capt. Payne's fighting qualities and good military judgment that if you confer proper authority on him to raise a Company, he will be able to do it, and in short order. If you conclude to authorize him, he would like to be
