Dr Sir.
I am personally acquainted with Captain James J. Dollins the writer of the within letter. Before the war he was one of the most active efficient men in Southern Illinois, of good repute whenever known.– that he is and always has been a sound Union man his position demonstrates
Since he has been in the war, I understand that he is alike an efficient good officer, and I believe he would made a good Colonel, if it can consistently be done. I should be greatly pleased to see him appointed Colonel.
Truly Yours
