My Dear sir,

I send to you my application for a colonelcy in the Regiment that is to be raised under the new call in the 9th Congressional district. You will confer a Special favor by presenting it to his Excellency Gov Yates and urgeing my claims, so far at least as you think I merit it. I Should have addressed the Governor directly but being best acquainted with you, and thinking that the Govnrs attention was all the time demanded at the pressing matters now before him, I thought best to send to you, please if not asking to much of you, write me all about the matter, and how the state is responding to the last call.

Dr Sir.

I am personally acquainted with Captain James J. Dollins the writer of the within letter. Before the war he was one of the most active efficient men in Southern Illinois, of good repute whenever known.– that he is and always has been a sound Union man his position demonstrates

Since he has been in the war, I understand that he is alike an efficient good officer, and I believe he would made a good Colonel, if it can consistently be done. I should be greatly pleased to see him appointed Colonel.

Truly Yours

O. M. Hatch,

Sec State.
