Gov Yates,
Dear Sir,
This is to recommend the bearer, James Whisler who desires to obtain a pass to bring home his brother who has been discharged from the Army at Nashville, on account of sickness
The gentlemen from Tazwell Co. who recommend him to me, are men of Character and reputation
If it is proper to give him a pass, I wish you would do so.
