Govenor -
Sometime since I sent in an application to the Adjutant General at Springfield in connection with Thomas Welsh, to raise a Company for light or siege artillery under the Conscription act. Through you, we most cheerfully tender our services to the government on the strength of the recommendations forwarded to Springfield, to take charge of a siege battery at some point that will have to be garrisoned, during the war. The term of service of many of the Companies will soon expire, which is one inducement for us to make this proposition to the government. It will suit me much better, as I am satisfied that I will not be able to stand long marches if the regiment should be ordered into the field, to which I belong. Hoping you may give this proposition your attention
