To His Excellency
Richard Yates
Dear Sir.
We take pleasure in introducing to you the bearer Mr. Arthur Rugg. who visits Springfield for the purpose of securing if possible your Kind Assistance, in a matter of vital importance to his parents.
Mr Rugg As you learn from him belongs to the 77th Reg. and has been in active service discharging the duties of several important and responsible positions Ever since the Regiment was organized. His fidelity at the post of duty secured at once the confidence of all his Superior Officers. Mr. Rugg is the Son of one of our highly
respected Citizens and among the most loyal and patriotic men of the land.
We know the facts Set forth in Mr Rugg's application for a discharge to be true and that the family will be left in an almost helpless condition if he should be compelled to return to his Regiment. We therefore hope you will furnish him such papers as will render his immediate discharge certain. You will thus render an important service to his parents and confer a special favor in many friends
