Springfield, Ills.

Governor:

I learn that a petition has been sent to you requesting the appointment of L. H. Parkes as Captain in one of the new companies now forming; and I beg permission to add my name to the others.

Parkes has proven himself to be a first rate man, in the 39th Regt.; and will no doubt make a most excellent Captain: in short, he is considered by all who know him to be a first class man.
