Breese Jan 14th 1864
To his Excellency Richard yates
There is a report in circulation, among us, that is causing considerable excitement to the effect that there is a call for 300,000 sixty-day men for the purpose of garrisoning certain positions, and relieveing the soldiers that are there engaged, in order that they may go on and take Richmond, and relieve the Union prisoners that are there starving if such be the case; and you send me the power requisite, I will raise a company here, and report in due time at least corresponding with your instruction
If the President has not made such a call, would it not be philanthropic for the Governors to make a call in their respective States, sufficcient to redeem the prisoners that are now suffering.
