Enclosed you will find the rough draft of a telegram which you will oblige me by sending at once, if it meets with your approbation, as I trust it will.
You are aware I suppose that Schwartz holds the commission of Major, and is borne upon the roster as such but has never been mustered in. Besides, I understand that an order exists requiring permission for the muster of Artillery officers.
Please advise me if you send the telegram, as in that case I will telegraph Senator Trumbull with same subject. Yours truly
