Governor Richard Yates,
Dear Sir
I take the liberty of introducing to your favorable notice Harriman Couch of Peoria. Mr. Couch is an applicant for a position in the Gunboat service and is now on his way to Cairo (under order of Com Porter) for the purpose of undergoing all examination for the position - I can cheerfully recommend Mr. Couch as worthy of any favorable notice your Excellency may see to give him. Mr Couch has resided in this city for a number of years and by his strict integrity and honesty has won the unbounded confidence and respect of all who know him and if your Excellency should see proper to mention him favorably to the Commander of the Fleet, I am confident he will prove himself worthy. I may also add that Mr Couch has seen service, but of his qualifications as a crewman, I cannot speak. His loyalty patriotism and strict integrity will I trust ensure him the favorable notice of your Excellency
