Headqrs. 61st Ill. Vols
Bolivar, Tenn., Feb 18, 1863.
The undersigned, commanding 61st Ill. Vol. Infantry, Most fully approves the Resolutions on the Conduct of the War, adopted at the meeting Feb. 13th. They have been submitted to the several companies, with the result appearing on the accompanying returns. The following Commissioned officers of the Regiment, I regret to say, voted against the resolutions, viz:

" John H Reddish, Co D
Lieut. Saml. T Carrico, Co. B.
" Chas. W. Mann, Co. B.
" Jacob L. Marshall, Co. G.
All other officers of the Regiment heartily approve the resolutions, as would nearly the entire Regiment, had not persistent efforts been made to misrepresent the purport of the same.
