To all to whom this may concern
I have known Col Tilson for some time personally and as a Military man, and can truly say, from observation, and report, that he has the unqualified confidence of his Regiment, and those about him, who are familiar with his qualifications, as an Officer and a soldier, and must add my testimony to his eminent and unqualified, familiarity with Military law, as it has now been drawn out, by association with him as a member of a Gen Court Martial for the last Sixty days, These accomplishments, showing him to be eminently, energetic, and persevering in his profession, entitles him to the confidence and esteem of his fellow Officers, and soldiers; and qualified, as but few are qualified, for a higher Command
