Champaign City March 2/63
Dear Governor. I understand that this “Conscription Act” will necessarily require a good Man in Each county to carry it out. Mr McClowry the bearer, has been an old resident of this County for many years and from My Knowledge of the People, and of the man I am satisfied that his appointmt would please all of them, except the opponents of the Bill. He is one of the Old Republicans of Champaign Co. and should the Government Require a man in this position it would give me great pleasure to have you interest yourself in his appointment.
Your Very Truly Wm. L. Church
Wm L Church Champaign City march 2 63
