Aprile the first 1863
Gov Yates I take this opertunity to drop a fiew lines to inform you about a case that I intended to inform you of three months ago but I did not perhaps you have bin informed of it before this time but if you did not I hope you will take it in to consideration John Ryan a Sargent of Co B 8th Illinois Cavadlry was comited to prison for throwing a man overboard at union dock Baltimore Md I think he did not have Justice done [Jen?] [name?] gave him up to the authoritys of Md and he was sent for 1o years the way it hapened they was puting a lot of sesesh prisners abord of boats to send north their was a large croud of soldiers and civiliens on the dock at the time and a man in the croud commensed to cheere for the rebs & old Jef at that time their was more then fifty cryed out duck him then Sagt Ryan and several others took hold of him and shoved him overboard I was an eye witniss but I think he done his duty if
he threw him overboard for he had taken the oath to kill rebs but I can not say that he had more to do with drounding the man then others that had hold of him it was close general Hospital Wests building I was in the hospital at the time standing at an open window in the 3rd story of the building where I could se the hole of it you can get all the partickulars by writing to dr C. W. Caden H.S.S.T. In Charge Ryen should have bin trye a Court martial I was a Soldier at the time I was a private of Co G 17th regt Ind V. I got my discharge since that time at that hospital I believe I have wrote all that is nesessary for this time if wish to write to write me about it Direct to Daniel D. Kulp Wakarusa Elkhart Co Ind

Calls the Governors attention to the case of Sergt John Ryan of Co G 8th Cav - who threw a man overboard at Baltimore Md, was handed over to the civil authorities and does not think he had justice done him.
