I am in the Provost Marsalls department and stationed in this place to prevent arms amunition and other goods Contraband of War crossing from Warsaw & vicinity to Mo

I the discharge of my duty I have closely watched the Illinois side that no accumulation of arms or ammunition should without my knowledge occur and am informed on good authority that a large quantity of powder is now secreted in and about Carthage on the premises of County officers & others in that place a reliable man is ready to point out the partees & places whenever authority is given to secure the same

Dr Hay informs me he has reported the unlawful proceedings of a number of renagade Missourians with (or in connection with) a small band of Copperheads in & about that place Tioga

I have no authority to invade the State though a citizen of Warsaw but believe it is time something should be done on that side to prevent an outbrake


Should you think proper to make a move in that direction I am ready to give you all the information and assistance in my power
