Sir:

The Secretary of State of the United States, has called the attention of the Governors of the loyal States to the coast and frontier defences. The State of Illinois is as largely interested in the commerce of the great Lakes as any State in the Union.

While there is no reason to apprehend difficulty with our neighbors on the Northern frontier, it is but ordinary prudence in view of our vast commerce, to be prepared to furnish that commerce with all the protection and security which it may need.

In view of the action and suggestions of the Secretary of State before alluded to, I here authorize and empower you on behalf of the


State of Illinois to confer with the President and Secretary of State in regard to the Lake defences. Should persons be appointed on behalf of the States of Wisconsin, Michigan and other States bordering on the Lakes to confer with the Federal Government, you are authorized to confer with them also on the subject.

In this connection you are instructed to call the attention of the Federal Government to the importance of a Naval depot on the Lakes and in view of the absolute security of such depot at Chicago (the Straits of Mackinaw being properly fortified) you will urge this upon the consideration of the President.

You are requested to report the result of your conference to me.
