Dr. Sir

A Mr. Andrew Welsh late Sargent Major of H. M. 1st Royal Regt. and now Capt & Agt of the 1st Battl. of City of London Malitia, having served 21 years in the British Army has Just called to say that if he could get an appointment in the U.S. Service in any of the new Regts. now being formed that he would at once come and join and serve under the Stars & Stripes for 3 years or longer.

Mr. Welsh has been a man possessed of a large property in this city But from over speculation has become reduced. he is perfectly healthy and active 49 years old ready for any Service, and would no doubt face the Music as Brittons usually do

from his great experience in the British Army. Think his Services might be made valuable in the present crises, and I thought if I could not just now send you [may?] Land buyers if I could send you a good experienced efficient soldier it could be Still Serving Ill,

Will you be kind enough to see some of your Military men and [name?] this matter and let me know at your earliest convenience If he is requested please issue a pass over the Mich & Central to be kept out of his first pay. He is perfectly reliable

Very Respectfully

Your obt Sevt
