Dear Sir:
I have frequently requested that arms should be sent me here to arm militia or other force which it may be necessary to employ in case of emergencies arising from raids or political troubles caused by disloyal and treasonable opposition to the Government
The disaffection is more extensive in Illinois today and the Peace Democracy alias Knights of the G. C. are better organized---armed and more determined than at any time during the war. The

Democratic press and party have strenuously opposed the organization of One hundred day troops and their open and persistent opposition have prevented the organization of more than 13 Regiments. All of these regiments have been ordered away---and no force left to employ for any difficulties liable to break out any hour. I now recommend you to authorize the organization of three or four regiments of Six or Nine Months Men for service within the State or to repel invasion to be mustered into US. service---and to have the State [organize?] a Dist of [Heintzelmans?] Dept and a General Officer assigned to command it and have full authority to act wherever occasion requires, conjointly with State authorities. You have sent arms to other States, given other States Dist. Commanders & the result is a strong positive force constantly [adhered?] to meet emergency I cannot possibly imagine why you should not do the same for Illinois- Very Respectfully
