Dear Sir:
I would be obliged if you will have the kindness to see General Julius White and Mr [Arnold?] or either of them and call on the President and present the enclosed letter. The necessity of having arms sent here has been repeatedly presented to the War Dept and also of the District organization mentioned in the letter. After a great amount of trouble Mr Stanton was induced to send 10.000 stand of arms here in April and May for the Militia, but subsequently they issued an order turning them over to the 100 Day Regts [illegible]
and they have all been ordered away from the State (except one at Rock Island guarding rebel prisoners) and we have not a regt of U.S. troops to employ for any purpose.
