Richard Yates
Governor of Illinois.
Sir:
Respectfully referring to the letter of Daniel McLeod, transmitted with your communication of the 1st inst & herewith returned. I have the honor to state that I have already had the case under full advisement, and have transmitted the papers, with changes & specifications, to Maj Genl Heintzelman Comdg Northern Dept. for his action.
