Hon Richard Yates Governor of Illinois

I wish to offer my Services to the government for the three three years term, as an officer of Engineers. I could fulfill the duties of Captain or Lieutenant in that department satisfactorily. If you want such an officer either for the regiment of troops now encamped here or for any other division of the army please inform me immediately and I will bring you satisfactory references among whom I would beg leave to mention the names of Col J B [Wyman?] and Col T.J. Turner. I am 26 years of age and have had five years experience as an engineer
